I am not clear on exactly what you are seeing. Typically a very blue eye is blue because of a lack of pigment. So I don't know the color of the eye that you state has no pigment. I also don't know if the eye color difference is from a color difference in the iris or if you are seeing a cloudy cornea or other abnormality. However the condition of two eyes with different colors is called heterochromia. Heterochromia is usually caused by something; and in your 2- year-old I would need to know how long this has been present. There are congenital conditions such as Horners syndrome that can cause this. There are also acquired conditions that can cause this. Lastly this may also be a corneal abnormality. Some of these conditions are quite benign and some may be associated with a specific eye problem or even a systemic disease or syndrome. I would not be alarmed but I would definitely be concerned. I recommend that your 2-year-old see an ophthalmologist as soon as possible.
