Red-green X-linked color blindness is passed through the mother and the chances for the son of a woman who is a carrier is 50 percent, and the chances for the son of a woman with the condition is 100 percent. However you are describing achromatopsia, which is a different condition. There are many congenital and acquired conditions that can cause this so without knowing the specific diagnosis it is impossible to talk about inheritance risk.
